How should a record status be written?
Use distinct statuses such as missing, received, under review, accepted, rejected or superseded when the project process permits them. Do not use complete when a reviewer has not accepted the evidence.

What is the handover test?
A handover index should let the receiving team find the approved record for every required asset and identify remaining deficiencies. It does not create evidence that was never produced.

No. The commissioning professional and responsible engineers approve procedures, criteria and acceptance decisions.
Are commissioning levels universal?
No. Project and client documents define the meaning and gate for levels. Use the approved commissioning plan.
Can a missing acceptance criterion be invented?
No. Record it as an open input and obtain the approved criterion from the responsible technical reviewer.
