Why is the response method part of the evidence?

Fluke distinguishes true-RMS instruments from average-responding instruments whose RMS indication assumes a sinusoidal waveform. Its explanation identifies nonlinear loads as a reason that waveform shape matters. A true-RMS label still needs the selected instrument manual, function, range and specified limitations; it is not proof that every possible signal is measured correctly.

Commissioning Docs is independent and is not affiliated with Fluke. This is a review of existing evidence, not instructions for connecting an instrument, accessing live equipment or changing a test procedure.

Which information should accompany an AC result?

Keep the original instrument export and the approved procedure reference. Record the actual selected function rather than inferring it from the model name or a filename. In particular, an AC-only result and an AC-plus-DC result must not silently become the same observation.

How can an average differ from RMS?

Illustrative example. Consider eight equally weighted fictional samples: 0, 0, 4, 0, 0, 0, -4 and 0. Their signed average is zero. Their average absolute value is (4 + 4) / 8 = 1. Their RMS value is the square root of ((16 + 16) / 8), which is 2. These are different mathematical summaries of the same invented data.

This exercise does not simulate a particular meter, its sampling, bandwidth or AC coupling. An average-responding meter may apply a calibration factor rather than display the raw average. Do not convert a recorded result using this example or assume a fixed correction can repair a waveform mismatch.

How should a conflicting reading be closed?

Keep both original readings and compare response method, quantity, function, conditions and measurement boundary before attributing a difference to the asset. Ask the commissioning professional whether further evidence or an approved retest is needed. A calibration certificate does not establish that the chosen measurement method suits the signal.

Retain the reviewer decision with the original record. Do not rename an average-response result true-RMS to satisfy a schedule. Engineering sign-off is performed only by the registered engineer on the job.

Common questions

What else should the bid team know?

Does true-RMS mean unlimited waveform capability?

No. Check the selected function and the instrument-specific limits.

Is the signed average of an AC signal its RMS value?

No. They are different mathematical quantities.

Does a disagreement prove equipment deterioration?

No. Reconcile the method and conditions before drawing that conclusion.
